Community Development Block Grant, Contractor Prequalification Process
Residential Repair Program
The Community Development Block Grant (CDBG) Program offers contractors the option to prequalify for participation in the program. The prequalification process streamlines the project to speed up the start and completion of most program projects anticipated to cost under $25,000. CDBG Program provides financial assistance to completed residential and commercial repair(s) and improvements.
Prequalification Requirements: Submit the following for review.
Letter of Interest with Owner name, business name and contact information.

Connecticut Contractor License - Submit a Connecticut Home Improvement Contractor (HIC) and/or related business license(s). Go to CT eLicense Online
SAM Registration in the System for Award Management (SAM) to obtain a SAM CAGE Code is required to receive federal funds. Registration is FREE. Certified Lead Renovation Repair and Painting Certification (RRP) - RRP is a federal regulatory program that affects contractors, property managers, and others whose work may disturb painted surfaces. The RRP program provides individuals seeking a certification an accredited list of training providers and classes. To find your nearest EPA accredited training provider or class, use the following link: https://cfpub.epa.gov/flpp/pub/index.cfm?do=main.trainingSearch or contact the Milford CDBG administration.
Abatement License - required if the contractor/company wants to pre-qualify for bids that are specific to lead abatement projects.
Prequalified contractors are sent specific CDBG projects to quote/bid.
Bid Instructions - Informs on structure of the pre-bid project site-walk, on bid due date, and on where to submit the bid and City disclosures.
General Conditions – Certifies the contractor willingness to comply to federal, state, local regulations.
Scope of Work & Bid Form - The submission of scope of work and bid form certifies that s/he understands the scope of work and agrees to accept the terms of the bid set forth in the form.
