As strictly an intake site for TEAM, Inc., the Milford Department of Human Services takes Energy Applications for Milford residents, so that they do not have to drive to Derby. We are not responsible, however, for determining eligibility.
Energy Assistance is a program that helps people who have difficulty paying the cost of heating their home. The primary goal of this program is to keep households warm and safe during the winter months.
Connecticut Energy Assistance Program (CEAP) is designed to provide low income households with help in meeting their winter heating bills. Through CEAP, eligible households may secure fuel deliveries and have their utility heating costs defrayed. For households whose heat is included in their rent, one-time financial assistance is available. Eligibility is determined by gross annual income, household size and liquid assets.
To apply for assistance, applicants must provide the following documents:

- Social Security numbers of all household members
- Birth date of all household members
- Verification of any disability (SS. Current benefit statement; stating “disabled”)
- Current utility bills (electric bill/gas bill) and name of fuel oil company
- Current rent receipt, with name, addresses and telephone number of landlord.
- Current documentation of ALL liquid assets. To verify your account balance(s), you must provide statement(s) (ALL PAGES) from every institution that you or any other household member(s) have an account with (Liquid assets including saving and checking accounts, bonds, stocks/shares, CDs, IRAs if over 59 1/2 years old, 401K not exempt)
- Current documentation showing proof of mortgage payment.
- Current Income Documentation:
- Last four (4) pay stubs and/or workman’s compensation benefits from your appointment date, back.
- Social Security and/or SSI and Veterans benefit verification (Current year benefit statement, copy of check, or bank statement/deposit)
- Pension verification (current year)
- All bank interest and dividends for the PAST MONTH
- Unemployment printout (within 24 hours of appointment: www.ctdol.state.ct.us)
- Alimony/child support legal documents
- Rental Income (money you receive from rents)
- Self-employment worksheet (provided by TEAM on day of appointment); copy of your last year’s Tax Return – if you are self-employed.
- DSS Energy Assistance application notice or State Cash Assistance award notice.
- Food stamp award notice
- Letter of support from friend or family member - stating exact dollar amount given for the four weeks prior to the appointment.
All applicants must apply in person by appointment only. An outreach worker is available for housebound elderly and/or physically disabled. Appointments can be made by calling 203-783-3253.
